Tradeable symbols

/v1/symbols

Every symbol the caller's tier can open a position in. An order to open a position in a symbol outside this list is rejected. The free universe lists its stocks and ETFs only. Crypto follows the tier's crypto scope. The universe changes over time, so re-fetch it rather than hardcoding it.
